I think that National has done a very good job of defining what
"active" means.
What about Scoutmaster's Junior Leader Training Kit? We hear about
Woods Wisdom but I think this resourse if far more important.
This accomplishes:
1. Job descriptions for each position in the troop. The
positions duties, expectations, how to assign tasks and
followup. Pretty good idea of what serve active is.
2. Gives the Scoutmaster and the Scout a reference.
3. In effect set minimum standards.
4. Set the stage for counciling and coaching, rather than
waiting until the time frame is up.
This Kit if followed can be the Scoutmaster and Junior Leaders
biggest resourse. It not only tells you in words how you can
accomplish the training program but also contains a video with
examples.
If a new or old Scouter is not familliar with this Kit get it and look
it over. Answers a lot of questions.
