Scott, as we say in Texas, "Git 'em." In our troop, I will continue to
use common sense and I won't let a boy sit for a BOR if he hasn't
satisfied the criteria for BEING ACTIVE that OUR TROOP has established.
No Scout has ever appealed this and I don't believe one will. If so,
I'll be glad to defend our standards as they are in writing and we give
them to each family when the boy joins. After seeing the posting by Jim
Sheckels, I'm even more confident of being correct as the BSA rules
don't define "active" as just being registered as a Scout.
