Subject: "Serve actively"

To get this settled once and for all, I'm volunteering to contact the
National BSA office in Irving and get an official definition. But before I
do this, I want to make sure that the term "active" is not already defined
somewhere in existing BSA literature.
I've searched and I can't find an official BSA definition of "active" or
"serve actively" in any of the literature I have. So, please let me know if
you have an official BSA source which defines these terms. Otherwise, I'll
begin my quest and "do my best" to get an answer.

>From the Rules and Regulations of the BSA (#57-492,1995 Printing):
Page 6, Article VII (Youth Members) Section 1 (General Classifications)
Clause 1 (Active):
"An active youth member is one who, with the approval of a parent or
guardian if necessary, becomes a member of a unit; obligates himself or
herself to attend the meetings regularly; fulfills a member's obligation to
the unit; subscribes to the Scout Oath or the code of his or her respective
program; and participates in an appropriate program based on a member's age,
as promulgated from time to time by the BSA."
Clause 2 (Associate):
"Any youth member who, in the judgement of the unit leader and the unit
committee, is unable to meet the requirements of active membership may be
carried on the unit records as an associate, provided the individual attends
at least one meeting of the unit within the year and in all other respects
is guided by the obligations of an active member."
>From the Charter and ByLaws of the BSA (#57-491, 1995 Printing):
Page 16, Article VII (Youth Membership) Section 2 (Membership, Advancement,
and Achievement):
"Both membership in Scouting and advancement and achievement of leadership
in Scouting units are open to all boys without regard to race or ethnic
background, and advancement and achievement of leadership in Scouting is
based upon individual merit."
I don't believe you will get a much different definition of "active" from
National other than what is in the two documents quoted here. The unit
committee and unit leader have some leeway in defining this term, as I
interpret these documents.
As Scouters, we may actually be expected to use our brain on this one! ;-)
