I have seen you received many answers, but they are only partly
correct, that is they give the answer according to BSA rules, not
taking into account WOSM (World Organization of the Scout Movement)
rules.

BSA units in the USA territory can recruit who they want, be they US or
foreign citizens.

So do BSA units in countries where there is no Scout organization (*).

But BSA units in countries where there already is some Scout
organization (*) can't recruit youth of that country.

(*) Actually, it must be a Scout organization belonging to WOSM.

This may seem a trivial point, but BSA has lots of units abroad (which
is not surprising, since there are many US citizens living abroad..).
BSA can open units for american boys (and girls, provided they have
the right age) who live abroad.
BSA units abroad can also accept foreign youth, provided they don't
belong to that country. E.g. a BSA unit in Italy (I'm sure there are
still some) can recruit not just american boys and girls, but also
other non-italian youth.

This rule applies to all other scout organizations, of course.
