Jeff, be clear that I (and I believe Paul and others of similar view) do
not disagree, but DO put the burden on the UNIT to enforce their
standards for "active service" WHILE the Scout is holding the position,
rather than after the fact denying advancement based on a "failure" the
unit was unwilling/unable to address at the time the Scout might have
been able to do something about it. Simple fairness, IMHO.
