Since I counsel both badges, I'll vote to allow "double-dipping"
(allowing one activity to satisfy two separate requirements) as long as
the requirements of each badge are met as a result of or following the
meeting.
The concept of "double-dipping" has been discussed at length in several
contexts lately, with varying opinions, but my view is that, if the
Scout has objectively satisfied each requirement, I see little benefit
in require him to redo the activity solely to avoid "double-dipping."
That would truly be elevating form over substance. On the other hand,
the Scout may need to be counselled on the objective of the merit badge
requirement(s) if he seems overly focused on completing the "checklist"
with the least amount of work, rather than on the substance of the merit
badge.
