The full requirement for Communications Mb reads:

5. Attend a town meeting where two or three points of view
are being given. Record what you hear. Make a report
from your notes. Tell your troop or patrol what you
think you heard.

The full requirements (it's actually two seperate ones) for Cit in the
Comm MB reads:

4. Attend ONE:

(a) County board meeting
(b) City council meeting
(c) School board meeting
(d) municipal, county, or state court session.

5. After visiting the governmental meeting, obtain a copy
of that body's published budget. Review the major
sources of income and expenses for its operation with
your counselor.

I do not see any reason why the same meeting cannot be used for both
merit badges as long as:

1. The meeting presents multiple points of view (at least 2)
2. The scout records what he hears, makes a report, and tells
his troop or patrol what he heard.
3. Obtains a copy of that body's budget and reviews it with his
CiC counselor.
