(Scout loses lots of personal gear) help strategies sought

I have a scout that is 'keep track of it' challenged. At summer camp
this week he has lost his scout hat, jamboree fanny pack, and his
glasses, ....so far. He is distressed by the problem and spent a
considerable portion of the 'free' day trying to locate the missing
items. Needless to say, they know him by his first name at the
directors lodge lost and found box. Preaching the need for personal
responsibility is well received but unfruitful. The scout is
academically successful but seems to live life as an 'out of body
experience' in that he is often oblivious to the environment around
him.

If scouting can help in this area of personal development, this scouts
dad will be even more thankful for the scouting program. Does anyone
have a strategy to suggest that can be employed to help a scout
overcome this problem?
