A question of protocol?

We have a situation where a nieghboring county which is in another council,
area, and region
wants to join our district and council. The feel slighted because council
mergers several
years ago left them with a council office several hours away in another
state while our
council is only an hour away in the nearest metropolitan area. They are
culturally, politically,
and geographically related to our district. Has anyone seen this done
sucessfully? What are
the pitfalls? I can see how the other council might object to losing the
FOS money but
would they see a gain in not having to support distant units? Would the
other council be
penilized in membership quotas, etc for losing those dozen or so units?
Let me state for the record that my district and council are not encouraging
the change but
at least at the district level, I have heard no objections.
