You are absolutely right in your belief that the Blue and Gold does not
have to be solely about the second-year Webelos. Our Pack tradition is that
the focal-point of the Blue and Gold is on (get ready for the heresy) the
adult volunteers. We make a big deal about all the hard work that the adults
put into the program and we present each adult with a hand-made gift of
recognition. Last year we had the Cubs present these gifts and I believe
that it made it more meaningful for everyone. The only youth presentations
we make at the Blue and Gold, is the Arrow of Light. We do not do a
Cross-over at the same time, giving everyone a chance to see these Cub
Scouts with thier AOL pins on their shirts, as Cub Scouts. We don't usually
have a problem with Webelos earning the AOL before February, but if they
did, I would present their awards at the next Pack meeting, not make them
wait months for it. I don't think you need to set a "goal" or a deadline for
Webelos to earn their AOL by, rather, you should present them when they earn
them.
