AOL/Crossover

This is a side note to the current thread, but it brought up a question for me.

Time and again I have seen this comment about Webelos/AOL requirement #1:

"A boy can earn his arrow of light award any time from 10 1/2 until 11 1/2."

"If they are at least 10.5 years old, again you have no choice."

"no question here 10-1/2 and AOL cross em over. It is a mistake to hold
em back!"

"So, everyone can get AOL once they are 10.5 and while you did not
indicate if all would be 10.5 in September"

The Webelos book (1991 edition), for requirement #1 for AOL, reads: "Be
active in your Webelos den for at least 6 months since completing the
fourth grade (or for at least six months since becoming 10 years old), and
earn the Webelos badge."

Maybe I'm way off base, but I read it that they don't have to be 10 1/2;
they only have to have been a Webelos for 6 months since completing fourth
grade. The item in paranthesis says "or", not "and".

Somebody tell me if I'm nuts.
