I think this is really funny in that Sam Houston Area Council has one of
the world's biggest raffles disguised as a Scout Fair Ticket drawing.
Every ticket sold also includes an entry for the drawing which has given
away trucks, cruises, tv's, tools etc. Estimated attendance this year
was 80,000. If all of those bought tickets at $5, that's a lot of
money. (The ticket _does_ admit the entire family.)

I have often wondered if they turn down unit raffles. None of the units
I've been affliated with have ever tried it. I suggested a raffle of a
quilt as a fund raiser, but was told "Council won't approve it." (Early
in my Cub Scouter career!)

Could the gas station run the raffle and then donate the proceeds to
your troop? Or, could you team with another group (Sunday School class,
environmental group, PTA, animal shelter, AIDS foundation), run it for
them and split the profits? If you team with another group, you can
cart that thing all over the county and sell tickets until you get to an
agreed upon amount. Our swim team does something similar with Juvenile
Diabetes Foundation. Swimmers get pledges for laps they swim and the
money is split 5l-49.

Just some ideas. I'm sure there will be others!
