There is no BSA rule that prohibits a parent or guardian from acting as
a merit badge counselor for their son. Such a rule, if it existed, would
make Scouting very difficult, if not impossible, in rural and remote
areas.
That said, many units and Councils encourage Scouts to use a counselor
other than a parent to avoid any appearance that the Scout somehow needed
to do less than the requirements because a parent signed off. In most
cases the opposite is probably true - parents can sometimes be too tough
as counselors requiring much more than what is needed to earn a merit badge.
