Boy Scout Requirements

As our family gets ready to go into Boy Scouts, I have some questions.
It seems that several of the Tenderfoot Rank Requirements are exact
duplicates of activities which were completed in Cub Scouts.
Examples:
3a. Demonstrate how to whip and fuse the ends of a rope.
3b. Demonstrate how to tie two half hitches and the tautline hitch,
tell about their uses.
5. Demonstrate how to display, raise, lower and fold the American Flag.
I understand that these requirements must be performed by those
individuals who may not have been Cub Scouts or who may not have done
those things as a Cub Scout. My questions are:
For those Cub Scouts who performed these activities as a Cub Scout and
have the written, signed off proof that they did so, is it necessary for
them to do it again?
On a broader level, can a scout, of any level, get credit for an
activity he has performed in the past or must the requirement be
performed or demonstrated within a certain period of time? Is so, what
is the acceptable time period? A good example is Cub Scout Arrow
Points. A scout received credit for building a crystal radio for the
Bear Arrow Points trail even though he built it a year and ahalf ago
while still working on his Wolf Badge. Was this acceptable or should he
have had to build a second crystal radio to get the credit?
