I agree that we have agreed to live with the rules and regulations.
However, in this case there is no REQUIREMENT for extra insurance. The
current policy (G2SS, 1996 printing, page 31, point 8 of the policy for
automobile travel) states (in bold):
8. All vehicles must be covered by automobile liability insurance with
limits that meet or exceed requirements of the state in which the vehicle is
licensed. It is recommended that coverage limits are at least
$50,000/$100,000/$50,000. Any vehicle designed to carry ten or more
passengers is required to have limits of $100,000/$500,000/$100,000.
Thus, only 10+ passenger vehicles might have coverage requirements in excess
of the state limit. For smaller vehicles the requirement is the state
requirement with a recommendation of 50/100/50 as a minimum.
As to the CDL comment someone made, I think the original "15 or more" rule
by the BSA was an attempt to mirror the national rule and was just a
drafting error and that the BSA really meant "more than 15" all along, which
is where it stands now. Otherwise you would have needed a CDL to drive a 15
passenger van. However, if the BSA had decided that it WANTED a CDL for a
15 passenger van the driver would have needed to get it or not use that
vehicle. As you said, by joining the organization you agreed to follow the
rules.
