Eagle BORs: District vs Unit

Bruce Cobern had written on how he prefers to have Eagle BoR handled within
the troop level. He also acknowledge that Hugh (whose last name I forget --
Eagle Class of '43) favors it being handled on a District level whereby the
members are not from the Scout's unit. Since Hugh has often voiced his
opinion on this in the past, I believe Bruce is properly representing his
viewpoint.
The district I am currently in conducts this BoR on the district level. The
Scout's unit is responsible for supplying one member of the board, who
pressumably knows the Scout. Also, an SM or ASM attends for the sole
purpose of introducing the Scout to the Board; he does not sit on the board.
The district I was formerly in conducts the BoR's for Eagle on a unit level
with there being one representative from the District Advancement Committee
in attendance.
Here's where my query comes in... I think I may see a pattern here.
The district I live in comprises Alamance County North Carolina. The
largest community, Burlington, has a population of about 45,000 with a total
of maybe 100,000 in the whole county.
Until I moved back here in April, the district I had formerly lived in was
much larger. Until it was split last August it covered Naperville and a
larger part of Aurora (two of Chicago's largest suburbs) as well as some
smaller surrounding communities. Both Aurora and Naperville have
populations in excess of 100,000 are very rapidly growing communites. Even
after we were split into two districts, the population in each district was
likely still well over 100,000.... and growing.
My own Eagle BoR in 1981 was conducted on a unit level with representatives
from the district in attendance. I was living on Long Island at the time
(suburban New York City).
Bruce lives in Queens, NY. Hugh, I believe is somewhere in the Deep South.
So... informal survey...
Do districts who have district level Eagle BoR's more likely to be from
rural areas or smaller districts where the demand on a single Board and its
members would not be great? Are unit level BoR's more prevalent in larger
or more urban districts?
