Chuck, I have exactly this situation as well. I have a boy that turns 13 on
September 9 and JLT is the week of August 17. A reasoned conversation with our
District Executive ended up with him deciding to allow the boy to attend, he
was close enough to 13.
Further investigation seems to indicate this is a local policy decision. A
neighboring council runs a summer JLT as well but their minimum age is 12.
