Our District handles Eagle Boards even more differently.
The members are gathered by the District Advancement Chair from district
Scouters - not from the candidate's troop. A Board "President" is named by
the Scout or his troop. The President is a prominate public figure or a CEO
(or the like) of a company that is involved in the field the scout is
interested in pursuing.
The board is scheduled by the district and troop working together. The the
board is supposed to be held at a site that will be memorable to the Scout.
They have been held in an old caboose at at historical society, under a B-17
at the Dover AFB museum, in the Governor's office, etc.
The Scoutmaster introduces the Eagle candidate to the board, then sits
behind the Scout during the questioning. While the board doesn't ask the SM
any direct questions, he or she can pipe in as needed to make sure the scout
gets his point across. The SM and Scout leave the room while the board votes.
The SM is never spoken to privately by the board. If he doesn't think the
scout is ready for Eagle he should never have signed him off on SS and the SMC.
This system was put into effect 3-4 years ago by our former DAC, Dave
Clendaniel, and has made quite a difference.
