This question probably comes under a general discussion which has gone
before. What you are suggesting is adding a requirment to the
advancement program -- that a scout be first class before working on a
merit badge. This is not a BSA requirement, and you may not add
requirements to the program.
We engourage new scouts to begin work on their first aid merit badge as
soon as they can after joining the troop. We want them to be trained to
help as soon as possible. (We also encourgage work on the swimming MB as
soon as possible.) A scout who completes the first aid MB is immediately
signed off for the first aid requirements for Tenderfoot, Second and
First Class; he has met the requirements, and deserves the recognition.
If a scout meets all the requirements, he deserves the recognition or
reward.
