I would say your troop is exceptional although without specific numbers
it would be hard to tell how or why. In our troop, 90% get to first class
mostly
of those in the first year. This drops off considerably in the upper ranks
We have abound 3 to 4 percent of our scouts make eagle If we exclude the
scouts who never reached first class, I doubt the pecentage of eagles would
exceed 10 and never get near 90.
