Anecdotal evidence only:

My son was in a Tiger group of 6 boys; Dan, Chris, Sekou, Nick, Stacy and
Travis. All went to Cubs. Two went to Boy Scouts; both became Eagles.

In the next group of 10 Tigers, two stayed all the way into BSA and both
became Eagles.
