Steve, the difficulty with this approach is that the "Scout Spirit"
requirement does not require that it be demonstrated within the unit. The
requirement is: "Demonstrate Scout spirit by living the Scout Oath
(Promise) and Scout Law in your everyday life". This requirement was
changed a few years ago to move the focus away from what happens in the
unit. Therefore, an appeal of this requirement, where the unit leader
based it on unit attendance, would be granted by National.

As a district advancement chair, I've tried very hard to enforce National's
"no more, no less" position on advancement requirements. However, I think
that National hasn't thought this all the way through. What, exactly, are
the requirements? If I were a Life scout, I would assume that all of the
Eagle requirements were shown in my handbook. However, once I complete the
requirements, I would find another set of requirements on the Eagle
application, such as references, Eagle project workbook, and statement of
goals and ambitions. If National feels that these things are required,
they should be made a part of the requirements in the handbook.
