Rather than focus on the time requirement (which is usually viewed more
as a "spacer" requirement to deter immediate passage from Star through
Eagle), I'd suggest reviewing the "Scout Spirit" requirement. If he's
not THERE, how can he demonstrate Scout Spirit within the unit? IMHO,
the SM would be in a better and stronger position to discuss the Scout's
lack of unit participation in THAT context, rather than in quibbling
over what constitutes 6 months of "active" participation.
