Active Scouts?

I would like the list's collective wisdom on the subject of activity
for rank advancement. We had a rather explosive encounter at our troop
meeting last night. One of our registered Scouts is about to finish
his Eagle project, having already finished all merit badge requirements.
However, he is--at best--an occasional Scout. While I have been SM
(just four months) he has attended less that half our troop meetings,
no campouts, no service projects, and only one other activity (our troop
spaghetti dinner).
I have defended the Scout to some of my ASMs and Troop Committee members,
stating that it was only necessary for the Scout to have been active
for six months as a Life Scout. If it was the first six months, then
he has satisfied the requirements. No more and no less.
However, my predecessor (who is more lenient on requirements than I) has
now told me that he would not have signed the Scout off on the require-
ment either. In both of our opinions, the Scout's sporadic attendance
does not satisfy the requirement which reads "As a Life Scout be active
in your troop and patrol for a period of six months." (I hope I have
quoted that correctly. My Scout handbook is at home!)
How do the rest of you treat the activity requirement? BTW, the Scout's
leadership requirement was satisfied as a Den Chief. Do you have some
minimum percentage of meetings and outdoor activities attended? If so,
what are they? Any help you can give would be appreciated. My
inclination is to set up some parameters for the Scout to fulfill.
