I think you're both right. Before '65, the Eagle candidate was expected to
"work actively as a leader in meetings, outdoor activities, and service
projects" in his troop. But the Eagle project as we know it today actually
began that year. Also that year were added the Scoutmaster conference and
the 6-month leadership requirement (replacing the vague leadership
requirement listed above).
