I've read this thread and agree with the basic premise that Scout Spirit
should required throughout a Scout's tenure. Where spirit is lacking, the SM
conference should be held to address it; not put off until rank advancement
is pending.

However, one worthwhile thought has not been mentioned. We are dealing with
teenage boys who have a lot going on in their lives - school, Scouts,
sports, social pressures of dating, etc. Given that Scouting is not all
consuming in every Scout's life, there will be times when Scout Spirit will
not be manifested by regular attendance at all meetings and activities. I
think that if a Scout has otherwise shown Scout Spirit, the most recent few
months may not always be a good indicator of a boy's allegiance to Scouting.
A Scout's life is filled with choices each day, and he must choose for
himself how to spend his time. That choice will not always be the current
troop activity. The Eagle rank should be a mark of the whole person, based
on a longer time frame, overall evaluation. The SMC should be used to
determine if a boy is consciously dropping out or is temporarily diverting
his energies into another facet of his life (perhaps displaying many of the
values and leadership skills learned in Scouting). YiS
