I think that by the ScoutMaster signing off it is telling the DAC that
the Troop feels that the Scout is ready....
I happen to believe that it is the Troops duty to ... well what to stop
this Scout..... I don't think the Troop should send him on and HOPE
that the EBoR picks up on the fact that the boy is not qualified... that
is sort of passing on the responsibility.....
sounds like his Eagle Project was not up to snuff....
