If the candidate is not deemed worthy of the Eagle rank he should be
turned down regardless of when his birthday is. If he is turned down he
will have the chance to appeal it to the District Advancement Committee
and will be given a new Board of Review. No one who sat on the first BoR
will be on the second.
IMHO, if you are not asked to be on the BoR you should not express your
concerns to anyone. It is up to the members of the BoR to decide by what
is presented at the BoR.

Yes, it is uncommon. A good Scoutmaster and Troop Committee will not
allow a boy to get to a BoR if he is not worthy of passing it.
