5 days until 18th Birthday.....Eagle?

Dear Fellow Scouters,
We are looking for some opinions on what to do with a Boy Scout who
will be turning 18 in 5 days he is having his Scoutmaster Conference this
evening and we feel he might not be Eagle Scout material.
He has been a life scout for the past 3 years and his lack of
motivation has caused some concern of why he waited 3 years until he went to
complete his requirements for Eagle. It is like he waited until the last
minute assuming that he will be handed the "eagle rank" His lack of
leadership skills this past 6 months as SPL has been a problem as well. On
several occassions he did not attend troop meetings and did not contact the
ASPL to inform him also did not attend a district campout and did not contact
the ASPL. Although we don't believe that he needs the position of
responsilibilty for his rank adv. (since he has held a position in the past 2
years) we still think that he should do a better job with responsilibilty. In
Nov. he presented his Eagle Project to the Troop Committee and was told that
he should consider the weather (outside project in MI) and when the day came
for his project he had to change it since the park was totally underwater.
Part of his project was to put up a sign and did not make the contacts
assuming that someone else would relay messages. Last month at the Troop
court of Honor he was out of uniform running the meeting. (Lack of Scout
Spirit)
I guess my thoughts were that "Eagle Scouts" are the "best of the best"
and to see this boy with an attitude like "they will give it to me anyways"
is really hard to understand. I have sat on several EBOR for our troop in
the past and have been "proud" to "pass" them and this one is really a
concern for me if he should be passed.
Our concern is just because he is turning 18 in 5 days and has completed
the necessary requirements should he be passed at the EBOR? Is this right
for a boy to expect the EBOR committee to "jump" to get his this scheduled in
the next 5 days(We are aware the BOR does not have to be before his birthday
but...our troop CC feels it is necessary to have before the birthdate and
will set the date) Is it uncommon for a boy to not pass his EBOR? If we are
not asked to be on the EBOR committee should we contact our District Adv.
Chairman and tell him of our concerns?
