The charter should never have been allowed to be processed at
the council office if that is the case. The charter also lists the
"CEO" if the chartered partner. He or she or the governing body
of the chartered partner are the ones who choose the

Yes,
that is exactly what shows on the actual charter except that one letter was
was changed in the last name in an effort to bypass the computer system
processing the charter. The address and DOB was exactly the same. In three
years no one at the local or national level questioned this.
