I don't have my copy with me at work, but the Commissioner Service Book
published by BSA has a section on dismissing a leader. Most of the advice I
have seen so far seems solid. However, this case is a good example of why
each unit needs written by-laws to lay out the procedures for these
(unfortunate and infrequent) events. Now is not the time to be making up
rules.
The by-laws I wrote for a unit some years ago called for a leader to be
removed with a 2/3 vote of a special (announced in advance) committee
meeting, and subject to veto by the CR and IH. Of course, the IH can always
"de-certify" the leader's application, with or without the committee's
approval, but the committee should be involved if at all possible.
Bottom line - talk to your commissioner staff (as high as necessary). They
are trained for this kind of unit first aid.
