Your case can be resolved in several ways,
He by your words has obviously done a lot of past good for scouting; so it
seems you want to move in a way supportive of him.
One way most difficult requiring of courage is for you personally to
contact the DE, Council Executive, Unit Commissioner and participate
in Roundtables. Bring into this group any other adults, husband included,
that have already been as concerned as yourself for a renewal of growth
and excitement.
What you are looking for is the right person to talk to your SM. A person
or persons he can respect and a person who cares about scouting. The DE
might even know a Silver Beaver in your concil that is his friend.
Your former SM, who still hangs onto the title, needs special assistance
for him to transfer HIS ownership back to the Committee, parents and
ultimately the young men. If you feel comfortable, let your SM know your
concern and what you will be doing. Once you start move with speed. If you
don't feel comfortable with telling him wait until a few meetings with the
DE CE or UC and then you will feel more comfortable in having someone or
yourself approach him on the action plan you have started. Do include him,
He will feel uncomfortable and will feel unloyalty is in action but in the
end he will gain a new respect for scouting and loyalty.
Another way most interesting, exciting, but most difficult is to call a meeting
with a few from HIS wall of Eagles. Raise your concerns to them. Ask them to see
if they can council their former SM to retire to Honorary SM and to help choose a
new SM. If they resist because it is difficult remind them gently of the Charge
they accepted when receiving their Eagle Awards. As this would roll out He might
then change his words to OUR or THEIR wall of Eagles. Again at some point
approach him before the ball gets rolling. Many of these eagles he will consider
both as friends and teachers.
Anyway, Move Fast, with courage and every other element of the Scout Law.
