The head of the chartering organization can remove any adult leader for any
reason from their unit. The committee can vote, but the vote doesn't mean
anything if the head of the chartering organization does not agree.
The Head of the Chartering Organization is the one who can remove an
adult from their unit.
If the violation is severe enough, a person can be removed from the
Scouting program altogether. That would involve professional council staff.
Check your charter. Whoever is listed as head of your chartering
organization is the person with the power to remove the Scoutmaster.
