We have a local bank that provides free photo ID's. We also have schools
that provide their students with photo ID's. We use either.
In addition to the birth certificate, we also require a signed statement
by both parents giving us permission to take their sons across the border.
Also remember that you must fill out a national tour permit, including
the final section, "International Letter of Introduction". You need to
allow a couple additional weeks of processing.
I took Scouts in my troop across the US/Canadian border 4 times in 1996,
(and will again in 1997). We have also taken trips to Canada 5 other
summers. Only once have we ever been asked for any papers. They usually
just ask if you have anything to claim, then wave you through.
