Ad Altar Dei Question

Dear Scouts-L Members:
I am trying to find out if the counselor for the Ad Altar Dei Award
(Religious Emblem Award for Roman Catholic Scouts) can be a priest. In
the counselor's handbook for the award it asks the counselor to fill in
Certificate Numbers for the Religious Emblem Training and the Youth
Protection Training. Does a Roman Catholic Priest have to have theses
Certificates to be a Counselor? I have wrote to the National Conference
of Roman Catholic Bishops (the people who put the requirements together)
but never received a reply.
