Congratulations on getting so far.
Some Troops let this kind of problem hang on forever. Sounds like you did
a lot of correct things so far. Consultation with your DE (District
Executive) was great. You may wish to call your UC (Unit Commissioner)
for someone locally that can help you face to face.

As my own alternative: Recommend using the Troop Committee Guide
Book, The Guide to Safe Scouting, and the Boy Scout Handbook. These
describe the general character and practices of the SM that are
important to a good scouting program. It describes the Ideals
or Goals of the Program for which it is the Committee's responsibility
to choose a SM as facilitator by personal example.
Call a Committee Meeting, Inform the DE and the SM that it will
be held. Invite the DE to attend. Invite the SM to attend near
the end of the meeting, prior to a final vote. Then have your
final vote.
As you close and remove him, write a courteous letter.
A short letter thanking him for his time and explaining that he is being
removed because he hasn't been adhering to the statement on the TCG page 17
"Use the methods of Scouting to achieve the aims of Scouting" and his past
performance has failed to work towards the Scout Motto and the Scout Law
as described in the Boy Scout Handbook back pages. Read TCG page:33->
One final note: He might be having a personal problem or a scout overload
problem as many of us frequently do. As you remove him please do it with
the Scout Law as your guide. He has given his time and may himself need
a helpful, friendly, and courteous hand.
