Bottom Line - If the boy can prove to me that he earned the rank
advancement - signed off in his book, Troop leader letter, advancement
report, tattered remains of an old card - I will fill out the paperwork
so that he has a clean official record of his advancement.

I'dlike to add:
In the Cascade Pacific Council, the Troop Advancement Chair can file an
advancement report (the pink and wihte form) on a boy transfering into the
troop to record all advancement from other Councils. The form needs to be
clearly marked "history update" where it would normally be signed. This is
better than just recording the advancement as if it were new, because it
gets the correct dates down for those ranks that require specific lengths
of leadership etc.
Hope this helps,
