There shouldn't be any need for "minimum activity levels" if you
explain to the Scouts that they will be expected to do their new jobs
regardless of their other activities. Remind them that being a Patrol
Leader requires extra work, attending PLC meetings, and generally being
aware of each member's situation. Keep an eye on the patrols, watching
for sudden inactivity in the other members or lack of patrol
participation on troop activities. You may need to "nudge" the patrol
more.
I was recently faced with a similar situation and all it took was
explaining once again the responsibilities of the PL. My conference
with the Scout resulted in a "trial period" of one month, after which
we will sit down together and review the situation.
As for APL leadership credit, if a Scout is an APL and he ends up doing
most of the work he gets the credit in my book.
