Webelos citizenship brainstorm!

I need some help thinking this through. I was looking over the
Citizenship material in the Webelos Resource Book (always plan ahead) and
thought UGH - my boys will hate this. They LOVE to be active. What I did
for the tedious Wolf memory work was create a Board Game using our candy
land board - but where they had to stop and hammer a nail, say the Law
etc. etc. Well, my idea for Webelos is to play Jeopardy. Create
catagories, "answers" on cards, and have them compete against each other -
teams and "buzz" in to answer. I thought if they could make the buzzer
system, we'd knock off something for engineer as well. The buzzer system
is the problem - my hubby, soon to be WDL, can make a modification of the
Pinewood circuit, but that seems too expensive and would be difficult for
the BOYS to build. We tried this concept for OSHA safety training at work
and it's wildly successful, but the year we used those "deli" bells, you
couldn't tell who rang in. Any engineers out there with a simple idea
that would excite the boys, be easy to build and accomplish what we want?
Also, if any of you Scouters can think of questions to include and
catagories, please post them. We won't, if this is fun for the guys,
stick to just Citizenship material, although that will be the primary
focus. Thanks for your ideas.
