In Exploring, when a youth member turns 21, they may continue to be active
as a youth member until the unit recharters if they wish to do so (e.g.,
unit recharters in January 98; explorer john smith turns 21 in July 97, he
may continue youth membership until his card expires in January, 98).
Conversely, if they choose to register as an adult leader, they may do so
at any time.
We had the same situation occur with an SPL who turned 18 about three
months before the end of his term. We allowed him to complete his office
as SPL even though he was 18. I am not aware of a provision that requires
a Scout who has just turned 18, to immediately register as an ASM if he
wishes to remain actrive with the unit. It would seem he could exercise
the option to remain in youth status until the unit recharters.
Even in units that only have six month SPL terms this would make a
difference in whether a youth might have an opportunity to serve as SPL.
It would be unfortunate and thus, is probably unnecessary to deny him that
opportunity.
Perhaps the "legal eagles" can clarify when or where this may be
otherwise prohibited in BSA regs.
