Aside from the contradiction raised by your scouts, this would seem
a clear violation of the BSA's tobacco use policy. You said the boys were at
a scout camp; I believe the policy prohibits tobacco use on scout property
in addition to use at scout activities.
In our council, smoking is prohibited on camp property (except in your car
in the parking lot). In fact, if one were to smoke in the parking lot but
out of sight of the boys, I don't think anything would be said. But
definitely not on the trails or around any campsites. At our SMF courses the
tobacco use policy is included in the presentations and usually discussed
during the weekend as part of the Q and A session (Problem Solving).
Apparently this scouter needs a reminder. Our training chair and SE will not
approve a person for training staff if they won't adhere to BSA policy and
regulations. YiS
