Cub as a bully

We are a small (14 boys) pack, just 1 year old. The Den leader and I were
just masde aware thhat, whenever our backs were turned, one of the boys (the
biggest and, probably, smartest) has been bullying the other boys. He, along
with his cousin, have been taunting the more sensitive boys and hitting them
to the point the picked on boys are telling their parents they don't want to
belong anymore.
This is particularly touchy as the parents of both are great people, and are
involved with the committee leadership. The Den Leader, Committee Chair and
myself will be meeting in private to discuss what we can do to keep *all*
boys in the Pack, and still address the bullying issue. We kinda feel,
though, like we are meeting "behind their back (all 4 are on the
committee!!!!).
ANY suggestions would be helpful. As an aside, the Den Leader and I both
caught the bully and cousin pushing down and hitting other scouts. Both
wound up grounded for one week by theri parents, so, we probably can count on
their help.
