I realize that all troops do not operate the same, however, you must remember
that it is a BSA policy that all requirements are to be completed as they are
written. There are certain requirements that have options that can be
adapted in special circumstances. No requirement can be made harder or
easier than as it is stated in the handbook or merit badge books. I hope this
