Brian,
If the SM is a commissioned police officer, he may be required by his
department to carry or have available a service revolver at all times.
BSA generally understands and accepts such legal/administrative
requirements for duly sworn police personnel. He
certainly would know how to keep the weapon secure and/or how to use it
appropriately. Conversely, if he is out of his jurisdiction, or in
another state, he may have no legal authority to carry a concealed weapon
and may be in violation of local or state laws in that area. Best to
check with local authorities such as Police or District Attorney to see
what the situation is.
