This is wrong. ANY Eagle required badge can be used for Star or Life, regardless
of whether the boy in question can use that badge for Eagle. In fact, I believe
that the Eagle application mentions this possibility, and cautions you to make
sure that any Eagle required badges that were used to satisfy the Star or Life
requirements, but could not be used to satisfy the Eagle required badge
requirements, MUST be listed on the application as "non-required" badges
received for Eagle. I don't have a copy handy, but I'm pretty sure it's
mentioned. If the "extra" required badges were left off the Eagle application,
there's no way the Council can verify that the Star and Life requirements were
in fact met. I think that's the problem here.
If these badges were listed, I think whoever turned the application down is
wrong, and an appeal to National would result in the application being approved.
(I've had a number of boys, including my own son, who've received their Eagle
with more than one required badge from the Eagle groups that had been used for
Star and/or Life.)
