Discipline is ONLY in the parent jurisdiction.
Sometimes I have my PLC judge a boy's behavior and give him tasks to
imporove his knowledge or more restrictive standards to let him know
he's on the edge with them, but not discipline.
Scouters should provide fun and encouragment. If a boy can't act within
bounds, then his parents need to be at the meetings or events to manage
his behavior. If they won't then you shouldn't accept responsibility
for him.
Life is a lot easier that way:-)
