The CM is not the pack. The committee should make the choice (this is CM's
chance for input) for what the pack feels appropriate. Are those Tiger
parents MC's?
If you do purchase the Bobcat Badges and present them yourself, make sure
the boys' advancement gets recorded at your scout office whenever the Pack
Advancement Report goes in. Otherwise you could have problems when they
are ready for their Wolf Badges.
