There is absolutely NO requirement that the application be checked by the
council before the 18th birthday. If your council is requiring that then
they are improperly adding requirements. Otherwise, you might just be
misunderstanding your council's policy.

Sorry to be a little brusque, but I an having a hard time biting my tongue
and keyboard over the audacity of the post that started this thread in the
first place. Depending on how many more people have already said what I
basically feel by the time I have time to respond when I get home tonight,
I might or might not actually respond to the original post. (Yeah, I
think your reply was essentially right on, as were most of the others, but
I think everybody was spending too much time walking on egg shells.)
