The Scoutmaster and Advancement Chair should be the ones,
but it will depend upon the individual Troop (and the local
Council as well...in some Councils, the District's Advancement
Chair or Eagle Coordinator should be involved as well)
I would recommend that the Scoutmaster do this, because of
the relationship the Scoutmaster is going to have to assume
with the Eagle candidate; assisted by the District's Advancement
Chair or the troop's advancement committeemember.

One of the Assistant Scoutmasters should be an "admin-type person"
that should interact with the Troop's staff, so that would be a
natural, but that's not written down anywhere nor is it a policy!
Some Troops have adopted this so that they can relieve the burden on
the Scoutmaster.

That's why I'm recommending that the Scoutmaster work closely
with the Eagle candidate, because this assures that an adult is working
with and developing the Eagle candidate (and giving him a push if
need be).
