Review or Test in a BoR

I dropped by the Council office at lunch to ask the local DE as to the
way to hold a BoR. He said that requiring the Oath,Law, Pledge and
Uniform falls under "Showing Scout spirit" and is just fine. The wording
as far as exactly how to hold a BoR is a grey area and and is set-up that
way to allow the troops some latitude and options. The BoR is
supposed to be a comprehinsive review of the subject matter required
for the individual Rank that the scout is up for. Specific and general
questions are allowed to help the 3 committee members to check to see
if the scout has learned what was signed off as completed. A scout
can be said to have failed his BoR if all three members determine that the
said scout has not learned what was checked off as complete.
What National does NOT want is an exacting re-test off all the
requirements. They want you to ask what a certain point means to the
scout from the Law, not what each and everyone of them means
acording to the book. Asking him to tie a couple of knots and how they
might be used is fine, asking him to tie all the required knots is against the
policy.
The American Heritage Dictionary defines "review" as 1.To look over
or study again, 2.To look back on, 3. To examine with an eye towards
criticism or correction, 4.A restudy of subject matter.
The Scoutmasters Handbook says that a BoR is a review of material
required for each rank advancement. That's all. Acording to my DE, the
rest is left up to the individual troop and troop policy. Anything over
about 10 or 15 minutes is going overboard. He also thought it kind of
funny that a BoR was such a big deal to some members of the list and
that the discussions were so animated. A DE can be so insightful some
